Senator Gillibrand believes that a woman's medical decisions should always be made between her, her family, and her doctor - not by politicians.

She is committed to protecting and defending women's access to the full range of reproductive health care services. Her support for reproductive rights has earned her a 100 percent rating from the National Organization for Women, Planned Parenthood, and NARAL: Pro-Choice America. The current debate on this issue in Congress shows a blatant disregard for the health and safety of women. The Senator will continue to stand with her colleagues to voice her outrage against the consistent attacks on women and their health choices.

Title X

President Trump signed a resolution that eliminated important protections in Title X, the nation’s family planning program. This resolution overturned a federal regulation that prohibited states from discriminating against family planning health care providers and denying them federal funding. Family planning health centers provide primary, preventive, and reproductive health care services to millions of American women. Senator Gillibrand fought hard to prevent the resolution from passing the Senate, but Vice President Pence was brought in to cast the tiebreaking vote to advance this harmful legislation.

Title X funding serves over 4 million low-income women and men at nearly 4,000 health centers each year. This funding is used for cancer screenings, annual exams, birth control, and other preventive health care services.

Senator Gillibrand believes in commonsense solutions to reduce the number of abortions, such as continuing to support access to medically accurate sex education and affordable contraception through continued support of the Title X reproductive health program. By investing in preventive care, diagnoses can be made early, which saves lives and health care expenditures. Senator Gillibrand is a strong voice in protecting the health care of women and their families.

Global Gag Rule

The Trump administration reinstated and dramatically expanded a version of the harmful global gag rule, targeting organizations that work on any U.S.-funded global health program, including HIV/AIDS prevention and treatment, maternal and child health services, and combatting the Zika virus epidemic. These groups are now banned from all global health funding from the U.S. government if they also happen to provide counseling, referrals, or services for safe and legal abortion – even with their own funding. This will be catastrophic for efforts abroad, which also protect women and families here at home. Senator Gillibrand voted against the reinstatement of the Global Gag Rule and is an original cosponsor of the Global Health Empowerment and Rights Act, which would permanently repeal the Global Gag Rule.
