Fiscal Year 2027 Appropriations Information

Senator Gillibrand’s office is currently accepting appropriations requests for fiscal year 2027 (FY27). The deadline to submit appropriations requests is 11:59PM EST on Sunday, March 22. Please contact appropriations@gillibrand.senate.gov with questions.

Senator Gillibrand is now accepting preliminary requests for New York-based projects for Fiscal Year 2026. 

The annual Congressionally Directed Spending (CDS) process is a component of the annual Congressional appropriations process which allows Senators to request that federal funds be set aside for specific projects, programs, or initiatives in their states. This is an opportunity for state, local, and tribal governments and nonprofit organizations to submit proposals to obtain funding for projects and initiatives that would benefit from a one-time allocation of federal funds. This is process is also sometimes called “Community Project Funding” or a CPF request.

There is no guarantee that the Senate Appropriations Committee will grant CDS requests in any given year. Similarly, accounts and eligibility requirements can change from one appropriations cycle to another, and the Senate Appropriations Committee has not yet published final guidance for FY27. To that end, the guidance linked below and throughout the form should be considered interim guidance based on previous CDS cycles. Requestors may be required to submit additional information to the Senator’s office at a later time, and the Senator’s staff will be in touch should changes to a proposal be necessary in light of subsequent guidance.

Senator Gillibrand is accepting information about federal programmatic funding that benefits New York and our nation.

The vast majority of federal discretionary spending is programmatic funding. Programmatic funding includes most federal agency programs, including programs that award money to New York entities (e.g. state and local governments, non-profit organizations, and other entities) through funding formulas, competitive grant applications, or loans among other instruments. Programmatic requests are requests for Congress to use annual appropriations legislation to fund an authorized federal program at a specific level, or to include language in appropriations legislation directing a federal agency to implement a program or policy in a specific way.

By contrast, Congressionally Directed Spending (CDS) requests are proposals for a one-time allocation of federal funds to support a specific project, program, or initiative in New York.

Specific suggestions and details regarding policy and budgetary requests for the FY27 NDAA may be submitted though this website.

About the National Defense Authorization Act (NDAA)
The National Defense Authorization Act (NDAA) authorizes appropriations for the Department of Defense and the National Nuclear Security Administration, but is not an appropriations bill. The NDAA also establishes defense policies, restrictions, and organizational changes to the Department of Defense.

The Senate and House Committees on Armed Services (SASC and HASC) are the committees of jurisdiction for the NDAA. More information on SASC and its subcommittees can be found at https://www.armed-services.senate.gov/subcommittees.
