Schumer, Gillibrand Announce Over $500 Million In Funding For Housing Assistance Across New York State

U.S. Majority Leader Charles E. Schumer and U.S. Senator Kirsten Gillibrand today announced $535,288,536 in FY 2021 allocations for the Community Planning and Development (CPD) formula programs in 22 counties across New York State. The funding was allocated through the U.S. Department of Housing and Urban Development (HUD) and will provide resources for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and the Emergency Solutions Grants (ESG) program. This significant federal investment will help communities across New York address housing insecurity and budget for affordable housing, expand economic opportunities for HUD-assisted families, and increase health and safety measures for public housing residents.

“Especially during a global pandemic that has been compounded by a historically cold winter, access to affordable housing is essential for the health of our families and the economic strength of our communities,” said Senator Schumer. “This funding will provide resources to provide safe, quality housing for families across Upstate New York. I will continue to fight for and deliver funds to New York that help provide families and children with safe communities and affordable housing options because everyone deserves a secure place to call home.” 

“Safe, affordable, and reliable housing should be available for all New York residents,” said Senator Gillibrand. “This substantial federal investment will provide a lifeline for communities drained by the pandemic to help make affordable housing a reality across New York State. I will continue to mobilize federal programs and funding that our state desperately needs to help ensure low-income individuals can access safe and affordable shelter.”

Last month, Senator Gillibrand sent a letter calling for the full funding of the Community Development Block (CDBG) program, which funds local community development initiatives that support jobs, housing, infrastructure, and public services for millions of Americans.  

Office of Community Planning and Development’s (CPD) formula programs:

The Community Development Block Grant (CDBG) Program provides annual grants to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons.  

The Emergency Solutions Grants (ESG) program provides annual grants to address the needs of people experiencing homelessness in emergency or transitional shelters and assist people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness. 

The HOME program awards grants to states and units of general local government to implement local housing strategies designed to increase homeownership and affordable housing opportunities for low and very low-income Americans. 

The Housing Opportunities for Persons with AIDS (HOPWA) Program is the only Federal program dedicated to the housing needs of people living with HIV/AIDS. Under the HOPWA Program, HUD makes grants to local communities, states, and nonprofit organizations for projects that benefit low-income persons living with HIV/AIDS and their families.
