Senator Kirsten Gillibrand Financial Services, General Government and Related Agencies Congressionally Directed Spending Requests for Fiscal Year 2022

Senator Gillibrand has submitted funding requests to the Senate Appropriations Committee for various state and local community projects that will benefit New Yorkers all across the state. Projects are listed in alphabetical order by location.

Under guidelines issued by the Senate Appropriations Committee, each Senator had the opportunity to submit CDS requests for their state for Fiscal Year 2022. It should be noted that only a handful of projects may actually be funded, and we cannot guarantee which those will be. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with Senate Rules and Committee requirements, Senator Gillibrand has certified that she and her immediate family have no financial interest in any of the projects she has requested.

Amount Requested: $500,000
Project Purpose: This funding will be used to facilitate collaborative projects between small and early-stage manufacturers and not-for-profit organizations (typically colleges, universities, and Manufacturing Extension Partnership centers) in New York State.

Recipient: Bedford-Stuyvesant Restoration Corporation
Amount Requested: $250,000
Project Purpose: This funding will support its general operations in FY2022 as they work to expand operations and help small business owners of color navigate and recover from the devastating impacts of the pandemic.

Amount Requested: $5,500,000
Project Purpose: This funding will support the development of a first-of-its-kind mixed-use project in Brownsville, Brooklyn, NY, which will include manufacturing and affordable and supportive housing.

Recipient: SUNY Buffalo Small Business Development Center
Amount Requested: $800,000
Project Purpose: This funding will help to build an interactive e-commerce platform to assist small business owners. This project will provide both training and installation of the necessary software to compete effectively with an e-commerce business model.

Amount Requested: $5,000,000
Project Purpose: This funding will support the creation of a Tech Training Workforce Development Center with 20 state of the art classrooms, a collaborative workspace, and wrap-around support services that will be a center of gravity for tech employment and economic empowerment for underserved New Yorkers.

Amount Requested: $800,000
Project Purpose: This funding will provide solutions to temporarily fill empty storefronts in Manhattan. It will also provide comprehensive support services to help the next generation of entrepreneurs who are creating businesses that can permanently fill those vacancies.

Amount Requested: $2,000,000
Project Purpose: This funding will provide merit-based funding support to early-stage life sciences companies in NYC founded and/or led by minorities. Support to be provided as loans, grants, and equity investments.

Amount Requested: $5,000,000
Project Purpose: This funding will allow for renovation of three on-airport buildings; 5,200 sq.ft. office building, 7,000 sq.ft. multi-purpose light industrial building, and a 28,000 sq.ft. former aircraft hangar.

Recipient: The Urban League of Rochester, NY Inc.
Amount Requested: $200,000
Project Purpose: This funding will enhance programming by partnering with Rising Tide Capital to implement the Community Business Academy, a 12-week cohort based business training program that helps entrepreneurs become self-sufficient with the guidance of experienced business leaders and then provides ongoing technical assistance to those who complete the training.

Amount Requested: $1,000,000
Project Purpose: The funding for the Online Games Center of Excellence will be used to provide stipends to program participants, in addition to administrative and program expenses, and staff salaries.

Project Purpose: This funding will provide for a Government Center and Courthouse main entry security station addition.
