Senator Kirsten Gillibrand’s Homeland Security Appropriations Bill Congressionally Directed Spending (CDS) Requests for Fiscal Year 2022

Senator Gillibrand has submitted funding requests to the Senate Appropriations Committee for various state and local community projects that will benefit New Yorkers all across the state. Projects are listed in alphabetical order by location.

Under guidelines issued by the Senate Appropriations Committee, each Senator had the opportunity to submit CDS requests for their state for Fiscal Year 2022. It should be noted that only a handful of projects may actually be funded, and we cannot guarantee which those will be. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding.

In compliance with Senate Rules and Committee requirements, Senator Gillibrand has certified that she and her immediate family have no financial interest in any of the projects she has requested.

Project Location: Alleghany, Cattaraugus, Erie, Genesee, Livingston, Wyoming Counties
Amount Requested: $796,000
Recipient: Wyoming County Office of Emergency Services
Project Purpose: Wyoming County Fire Training and Emergency Operations Center Renovations and Expansion

Project Location: Bronx, Kings, New York, Queens, Richmond Counties
Amount Requested: $250,000
Recipient: New York City Fire Department
Project Purpose: In an effort to reduce fire deaths & strengthen ties with local communities, particularly with faith-based communities, FDNY aims to bolster outreach and improve fire safety outcomes by training Clergy Liaisons to promote and amplify general residential fire safety messaging, and highlight the importance of having and maintaining a working smoke alarm.

Amount Requested: $500,000
Recipient: Town of Amherst
Project Purpose: Funding will be used for capital improvements and equipment to upgrade communications equipment along with bathroom and kitchen facilities which will provide the remaining elements necessary to accommodate a fully functional Emergency Operations Center (EOC) at the Amherst Community Policing and Training Center.

Project Location: Orange County
Amount Requested: $1,100,000
Recipient: City of Port Jevis
Project Purpose: This equipment request is for the purchase of two fire engines and one light duty rescue vehicle. The fire engines are reaching the end of their 20-year life span, parts are not available, and the light duty rescue vehicle will carry additional rescue equipment.

Amount Requested: $1,000,000
Recipient: Village of Pulaski
Project Purpose: Funds will be used to restore severely banks tributary to the renowned salmon fishing Salmon River with improved stabilization techniques to maintain sustainability needed due to increase runoff from climate change in storm events. Funds will also be used to improve stormwater conveyance piping, detention/retention facilities, green infrastructure and stormwater management facilities to proactively prevent future damage to property from these increasingly damaging events.

Amount Requested: $564,000
Recipient: City of Mount Vernon
Project Purpose: The City seeks the funding to purchase needed vehicles to prevent or mitigate hazardous conditions and respond to emergencies. The vehicles- a Police Mobile Command Unit, a Fire Department Rehabilitation Unit, and 5 hybrid SUVs are requested to increase the overall safety of residents and capabilities of assigned staff.
